Tibet Permit for Kailash Yatra 2026: Documents, Timeline & Cost

What is the Tibet Permit?
Mount Kailash sits inside the Tibet Autonomous Region (TAR) of China. Every foreign pilgrim — Indian, Nepali, or other nationality — needs a Tibet Group Permit issued by the Tibet Tourism Bureau before entering. The permit names every pilgrim in your group, lists the exact dates, and is checked at the Kerung border crossing and multiple checkpoints inside Tibet.
You cannot apply for a Tibet permit as an individual — only registered Chinese travel agents can submit applications, and they must do so on behalf of a group of pilgrims travelling together. This is why every Kailash Mansarovar Yatra package is sold as a guided group tour.
Two permits, one process
For Kailash Mansarovar Yatra, you actually need two separate documents:
- Tibet Group Permit (中国西藏自治区旅游局) — issued by the Tibet Tourism Bureau, valid only for your exact group and dates.
- Chinese Group Visa (Group Tourist Visa, type L) — issued by the Chinese Embassy in Kathmandu. This is a single shared visa document covering all pilgrims in the group.
We handle both as part of every package. You provide the documents, we apply on your behalf.
Documents required from each pilgrim
For Indian pilgrims (passport route)
- Valid Indian passport (6+ months validity, 2 blank pages)
- 4 passport-size photographs (white background, recent)
- Filled visa application form (we send you the template)
- Medical fitness certificate from an MBBS doctor
For Indian pilgrims (Election ID route)
Indian citizens can alternatively use their Election ID (Voter ID) for the Tibet permit only — this is a bilateral arrangement between India and China for pilgrim travel. You still need a valid Indian passport for international flights to/from Nepal.

Processing timeline — when to send documents
The Tibet permit and Chinese visa together take 21–28 working days to process from the date the Chinese Embassy in Kathmandu receives the complete application. We recommend sending us your documents at least 30 days before your departure date, ideally 45 days.

If you book within 30 days of departure, we cannot guarantee the permit will be ready in time. Saga Dawa peak season (May–June) sees longer processing — book 12 weeks ahead.
Cost
You do not pay anything separately for the Tibet permit or Chinese Group Visa — these are included in every Kailash Mansarovar Yatra package we sell. For your reference, here are the underlying official charges per pilgrim:
- Tibet Group Permit: approximately USD 90 per pilgrim
- Chinese Group Visa: approximately USD 85 per pilgrim (varies by nationality)
- Tibet Travel Permit (Aliens' Travel Permit): approximately USD 20 per pilgrim
Total government fees: ~USD 195 per pilgrim. The remainder of your package fee covers transport, accommodation, meals, guide, oxygen, and our service fee.
Common reasons permits get rejected
- Damaged or near-expiry passport — Chinese authorities are strict. Get your passport renewed if it expires within 9 months of your yatra dates.
- Missing pages — you need at least 2 blank facing pages in your passport.
- Visa overlap — if you have a current Chinese visa from a previous trip, declare it. Overlapping visas can cause confusion in the application.
- Inconsistent name spelling — your name on the visa form must match your passport exactly, including spaces and middle names.
- Incomplete medical certificate — must be on doctor's letterhead, signed and stamped, dated within 3 months of departure.
What happens if the permit is denied?
Permit denial is rare for properly documented Indian and Nepali pilgrims. In the rare case of denial:
- We refund 100% of your deposit (we only retain the actual government application fees of ~USD 195 per pilgrim)
- Or we reschedule you to the next available departure at no extra cost
- You will not lose your money — every package is covered by our written Tibet permit guarantee
Frequently asked questions
Can I apply for a Tibet permit myself?
No. Only registered Chinese travel agents can submit Tibet permit applications. This is enforced by Chinese law for all foreign travel into the Tibet Autonomous Region. You must travel with an authorized operator.
Do I need a Chinese visa if I already have one from a previous trip?
Yes — for Kailash Mansarovar Yatra you need a Chinese Group Tourist Visa (type L, group), which is different from a regular tourist visa. Your existing individual Chinese visa cannot be used for the Tibet permit group entry.
What is the difference between Tibet Permit and Chinese Group Visa?
The Tibet Permit allows you to ENTER the Tibet Autonomous Region. The Chinese Group Visa allows you to ENTER China. You need both. The Tibet permit is checked at the Kerung border crossing; the Chinese visa is stamped into the group document the Chinese Embassy in Kathmandu issues.
How long is the Tibet permit valid?
The Tibet permit is valid only for your exact group and dates. It cannot be extended or used for independent travel within Tibet. The Chinese Group Visa is typically valid for the duration of your yatra plus 3 days buffer.
Can children get a Tibet permit?
Children under 18 are generally not permitted on group Tibet permits for Kailash Mansarovar Yatra. This is due to altitude safety regulations (the parikrama crosses 5,600 m). Pilgrims aged 18+ are accepted; medical clearance is required for ages 60+.
